American music, while rooted in the south is not Southern music. Southern music influence is a component of it.
And what about the origins of punk? It was a rejection of the direction that rock had taken and was heavily influenced by reggae.
How about western music? As influenced by folk ballads from Britain and Mexico as Appalachia and purely a regional genre of it's own.

BUT Rockabilly music was much more of an influence on Punk than Reggae. And, of course, Rockabilly is...you got it....Southern.
Western Music (heavily influenced by Mexican music) merged with Country Music (Appalachia Hillbilly Music...influenced by Celtic Folk...yes, Southern) merged and became Country/Western.
