Think about that. State population had doubled in past 40 years...no storage added in past 40 years...and the only storage under development, Sites, is a "buffer" site for heavy rain years.
The mismanagement is incomprehensible, and minimally negligent.
As there are currently conveyance projects completed and planned for moving water from north to south, it would be logical to add more storage in the northern state, up range from Oroville in Plumas, Lassen or farther nort in Siskiyou Counties.
Problem is, Gov. Moonbeam has restricted financially beneficial projects to urban areas (yes, the Crazy Train traverses the Central Valley, but the principal beneficiaries are So Cal/Anaheim and the SF Bay Area), so, until Moonbeam can craft a plan to build storage in the urban areas, he'll never allow additional projects.
And, btw, the Greater Sacramento region has had "water patrols" since the 90's.
