Will this be the end of one trend of FBS transfers going down to the FCS?
All the Ivy League needs to become relevant again is to diversify its OOC schedule.

I think this has zero to do with FCS football. From what I'm reading it will more effect D-1 hoops who get a number of hardship transfers every year.

If anything, it may help FCS and D-II schools. If a transfer can no longer get a hardship waiver to be immediately eligible at another FBS school, he may seek to go FCS or D-II instead.
