Under Iowa law the county auditor has no power to award a contract. Only the county board of supervisors can award a contract. The board of supervisors followed the law and directed that a notice for bids be advertised, sealed bids were submitted, bids were opened at a public meeting, and the supervisors awarded the contract. The auditor has no vote. The only duty the auditor had in all this was publishing the notice as directed by the board of supervisors, recording the minutes of the meeting, and paying the bill when it comes. In addition Iowa law has a specific exemption for projects that are competitively bid. So even if she did have a vote, which she didn't, it would still be legal because the competitive bid process was followed.

The state auditor's office audits the county's books every year and found no evidence of wrong doing. Even our partisan Democrat state attorney general wouldn't touch these allegations last fall because he knew there wasn't anything there.
