There are a lot of $1.99 stations in the midwest, but looking around the country, they seem to be outliers. Just to point out the economy didn't grow 5%. That is an annualized rate. Which means it grew about 1.25% in 3 months, and if it kept up that pace over a whole year would be 5%. Yet you have these idiots going around saying the economy grew 5%.
The last 4 quarters ANNUALIZED have been:
4th qtr 2013 2.6%
1st qtr 2014 -2.9%
2nd qtr 2014: 4.6%
3rd qtr 2014: 5.0%
That's about 2.3% in the last year. Not very good.

And, in July of 2008 the average gas price was over $4.00 a gallon.
