There are a lot of $1.99 stations in the midwest, but looking around the country, they seem to be outliers. Especially in the Mid-Atlantic region where its still $2.50-$2.60/gal+.

1st qtr 2014 -2.9%
2nd qtr 2014: 4.6%
3rd qtr 2014: 5.0%

That's about 2.3% in the last year. Not very good.

And, in July of 2008 the average gas price was over $4.00 a gallon. Yes, it dropped off a cliff between July and January when Obama took office - but, $1.89 ain't exactly representative of the cost of gas during Bush's presidency.
