To be fair (and I'm pretty indifferent about McCain), graduating last at the Naval Academy is still tougher than graduating first at a ton of schools. I try to judge people based on the individual, but in a vacuum without any other facts, I'd be more impressed with an Annapolis degree than any of the Ivies.
