No, the proper move isn't to forgive the debt. I agree, to do this over $6.30 is asinine, but if she did receive 3 letters,then she had more than enough time to scrap together that money. Maybe someone could have called her and taken care of this. At the point to where the tax balance was paid. According to the article, the $6.30 was interest. If you just have to have that $6.30, levy her bank account for $6.30. That was the purpose of the letters. It's not the Tax Commissioner's job to hold the taxpayer's hand. You give them notice and a deadline.
