If that's the case, no more whining by the companies, they need to provide their own training. Otherwise, as I have witnessed in the giant organizations I've worked for, they'll put a gun to the head of state governments to pay for their training, thus threatening the state that they will be leaving.
Worked for a 5 billion/yr food company which did just that in a southwestern state. Built a new plant, then, despite ungodly earnings, had the balls to ask the state to pay for training its new employees. This, after the state had spent $1 million for several job fairs to staff the place. They threatened to pull up stakes and leave if they did not get it, too. It's corporate welfare...for the wealthy!
You want good employees to learn your company's skills, train them yourself!
