How are they victims? They didn't get robbed. The bank did.
Or do you mean, "emotionally victimized"?

First of all - she wasn't charged with a crime.
The school rule she broke was being at a place where underage drinking was occurring. Zero tolerance - you cannot be involved in any way, shape or form with a function involving underage drinking.
There is no rule forbidding you from going into a bank.
And when I'm thinking bank robbery - I'm thinking stick-up. If its a quiet hand-over-the-money with a note robbery and people in the bank have no clue it even happens, then I agree they're probably not victims.
Even in that case though, its apples and bananas to me.
Quick question for your legaleze....
Do you think the school system is setting a GREAT example for the kids?
The two kids should be applauded:
1: the drunk girl for recognizing she was under the influence, not driving, and calling a friend for a ride
2: the girl who went to help out a friend that was under the influence
Not suspended from school for DOING THE RIGHT THING.
Do you think the school is putting into place the mindset that "oh no, I cannot go help out a friend who is drunk, because I want to play for x team this weekend and don't want to get suspended if I am found to be near alcohol."
