Utter horseshit. The tip is FOR exceptional service. I tip VERY well for good service, but I'll be damned if I'll ever feel a tip is a "given".

Reverse utter horseshit! The tip is to "To Insure Prompt Service." But it's become a part of the servers minimum wage in many cases. I'm quite certain you're anti minimum wage so I can see why this bothers and confuses you.
Besides, how much of the time is poor service solely the fault of the server? Did it ever occur to you that the meal was late because the cooks were behind. Or perhaps the place was short staffed that evening causing your server to be forgetful or slower than expected?
If a server is rude, I can see under-tipping or leaving no tip at all in rare cases. But there's too many other variables to take a chance on the other stuff.
