The line is drawn by the text of the US Constitution. A state law stands unless it violates a specific provision of the US Constitution. A law which prohibits the use of "facilities" based on race violates the equal protection clause of the 14th Amendment, i.e., unconstitutional.

Granted, government has never passed laws preventing them from voting, or hindering their ability to vote, or denying them equal educational benefits (the type of typical tests by which you establish a "protected" class). Still, the argument is plausible and within recognized precedent. I think what Kennedy did in Lawrence was a bit dishonest.

States' rights extends to those things not reserved to the federal government and must also not circumvent the Constitution. So, yes, it WAS left to the states, but segregation was not Constitutionally supported and that's why it died.
