The way I see it, the map is clearly intended to represent the major college football programs in the USA and what their markets are. Of course its an approximation, NDSU has a very strong market presence in Minneapolis, but in the end these are the programs that will most probably be in the upper tier of college football when the split comes. The map is showing us the favorites as they stand today.
