All are correct, but I voted for the Feds because they determine the macro environment for job creation, i.e. tariffs, protectionism, nationalism, etc. that in turn allow the states/localities then private enterprise to be competitive.

The government does not and cannot "create" jobs. Jobs are created only through the exchange of services. The government can only gain income through taxes, which is essentially theft.

Infrastructure investment is spending money.
We dont have money
We are in debt
When we get the debt managed and are in the black then save some money to afford to invest in infrastructure.
Infrastructure jobs are temporary anyway and for the most part are not needed at this time.

a) comprehensive tax reform will turn the USA into the biggest corporate tax haven in the world and return much of the investment capital and jobs that have been shipped overseas.
b) streamlining and reducing compliance and excessive regulation will lower unit production and marketing costs, free up capital and income, which will increase money in the economy used for R&D, Capital investment, and disgressionary spending by individuals.
c) getting rid of Obamacare will lower costs, eliminate uncertainty in the business community which will spur investment, product creation, business expansion, and new business.
d) enacting "right to work' laws and not blocking companies like Boeing who seek to build and employ people in right to work states. That would bring who knows how many jobs back home.
e) repeal Dodd/Frank and Gramm/Leach/Bliley now which puts all financial institutions into one area of expertise and eliminates the unfair advantage monster megabanks and Wall Street has in financial dealings. We aren't all playing under the same rules.
I could go on but you get the gist and I have other stuff to do...

A lot of business behavior is to lower or avoid taxes, as GE so skillfully did; but much of that behavior, while good for avoiding taxation, hurts the country in general and is counterintuitive to our overall well being.
