Also, this ain't rational. No matter how much tough love you impose, there will be an underclass. We can vilify em and fuck them over like you advocate, or we can treat them as humans with the hope that they can be productive, know that a certain percentage never will. That's part of the price of a civil society.
The most peaceful and happy nations in the world are those that treat their poor with kindness and compassion.
