It's their job to be prepared for whatever the administration wants them to do.
You're suggesting that the military talks and Presidents do the walk - and in some cases that was true- especially during the Cold War
But if you think for one second that someone like Barack Obama or Bill Clinton - two people with nothing but disdain for the military - take their marching orders from the pentagon then you're right up there with Spandos. It just doesn't work that way
There's no dark figure who is going to come out of the shadows and kill someone like Johnson because he pulls back from policing the world. It really is that simple.

Somehow isn't in the business of influencing decision making you're pushing some agenda as well then
or pretending to be naive and hoping to get away with it
Scaring the living sh!t out of Presidents since the 1950's
is part of the business of that agency and their enormous (ENORMOUS) Lobby

The Entire Congress and half the U.S. population were convinced to attack Iraq
