Someone may already have corrected you on that but, in case not, Will was referring to Robert Welch, Jr. Welch founded the John Birch Society and circulated a letter containing that language about Eisenhower that Will quoted.

If he did that, he'd get my vote.
He might get your vote if he said he's an atheist but he'd kill his chances. The Republican Party relies on overwhelming support among Evangelical Christians at least as much as the Democratic Party relies on overwhelming support among Blacks. A Republican Presidential candidate proclaiming himself to be an atheist would be similar to a Democratic Presidential candidate proclaiming himself to be a White Supremacist. It just wouldn't turn out well.

Why would a party work so hard to keep one fringe group (Loony Religious) and cast out the Trumpers
White evangelical Christians accounted for 26 percent of those who voted in the last Presidential election even though it was a year in which they didn't turn out as well as they have in the past. They voted for Romney by 78 to 21 percent over Obama. A group that accounts for about a quarter of the vote is not a fringe group. It's a large and important constituency.

Republicans alienate them and they have no shot. None. As it was the fact that they didn't turn out in the last Presidential election may have cost the Republicans the win. The reason why that Party works so hard to keep that group in its corner is obvious.
