How do you know how the guy feels? He didn't say anything of the sort in the article.
What he did say was that he pays more in taxes than all the riff raff in the area so he deserves more water. The water is a commodity and he is willing to pay more for it.

A sense of entitlement is a belief that someone is inherently deserving of privileges and special treatment. Someone who is willing to pay more for a commodity because they have the money is not an entitlement...it is the law of supply and demand.

I have a hard time getting upset at the rich guy who wants to water his lawn when 50% of fresh the water that might be used in California is allowed to run out into the ocean in order to protect endangered species.
