Big labor funneled millions of dollars in dues money to the Clinton Foundation, according to a new report.The National Institute for Labor Relations Research (NILRR), a union watchdog group, traced at least $2 million in donations from multiple union organizations and affiliates.“U.S. Department of Labor’s union financial disclosure reports reveal that Big Labor gave at least $2,034,500 in union general treasury funds to Clinton Foundations.
Union treasuries are funded mostly by compulsory union dues or fees collected from workers who would be fired for refusing to pay,” the NILRR report says. “As Mrs. Clinton became closer to her current run for president, donations amounts appear to have increased.”The Clintons have turned their foundation into a lucrative “slush fund,” according to one charity watchdog group, and have received hundreds of millions of dollars from notable businesses, media personalities, and political luminaries. The family has maintained that none of those donations influenced her decisions as secretary of state and that the money is strictly philanthropic.
However, unions did not necessarily agree about the apolitical nature of the donations, according to NILRR.“Some of these ‘donations’ are categorized by the unions as ‘political’ on their financial disclosure report” to the Labor Department, the report says.
United Association of Journeymen and Apprentices, a national plumbers union, for example, poured in nearly $200,000 through two contributions in 2013; each of those donations was classified as a political activity.The AFL-CIO, one of the nation’s most influential labor groups, contributed $23,000 to the Clinton Global Initiative in 2012 and reported the donation as a political activity. The union lobbied the State Department several times about pending free trade agreements over the course of the year.
Neither the United Association of Journeymen and Apprentices nor the AFL-CIO returned a request for comment.
Clinton gave a tepid endorsement of the Trans-Pacific Partnership trade deal being negotiated by the Obama administration in her memoir Hard Choices, but has backed away from that position since declaring her presidential candidacy.
A Washington Free Beacon review found that all of the donations unearthed by NILRR were accounted for in the public disclosures that Hillary Clinton pledged to make when she joined the Obama administration. She and the foundation have faced scrutiny for not properly living up to that pledge by author Peter Schweizer, the New York Times,Washington Free Beacon, and numerous other media outlets.Neither the Clinton Foundation, nor the Clinton campaign returned request for comment.
Patrick Semmens, spokesman for the National Right to Work, said the donations fit into the pattern of Big Labor’s political influence peddling.
“Once again union bosses are playing politics with rank-and-file workers’ money, including money from workers who would be fired if they didn’t pay,” he said “There’s no question the union officials view two million dollars as a down-payment towards making sure that a Hillary Administration will continue the Obama policy of wielding Executive power to benefit Big Labor at the expense of independent workers and businesses.”

The conservative group Citizens United has filed a lawsuit against the State Department to obtain records related to Hillary Clinton’s decision not to designate Boko Haram as a terrorist group while she was secretary of state.Clinton declined to name the Nigerian group as a Foreign Terrorist Organization (FTO) during her tenure despite repeated calls by lawmakers and intelligence agencies. Sen. David Vitter (R., La.) has suggested that her decision might be linked to Gilbert Chagoury, a major Clinton Foundation donor and Nigerian construction magnate whose business interests in the country could have been affected by a FTO designation.
Vitter has requested email records from the State Department pertaining to Clinton, Boko Haram, and Chagoury, but has yet to receive a response. Now, Citizens United is suing the department for the same documents, the Washington Examiner reports:
More than 30 days have passed since Citizens United first filed the lawsuit without a response of any kind from the State Department.David Bossie, president of Citizens United, said it was the first time he had seen the State Department completely ignore a case against it in federal court.“These proceedings are important that both sides take them seriously,” Bossie said. “I have no idea what the judge will do, but I believe the judge will order a hearing to find out why the government did not respond.”
“Federal judges, I don’t think, look kindly on people who ignore the court’s workings,” he added.
Chagoury donated between $1 million and $5 million to the Clinton Foundation and additionally pledged $1 billion to the Clinton Global Initiative in 2009 through his company, the Chagoury Group. He is a longtime friend of the Clintons who also contributed nearly half a million dollars to a voter registration group that helped re-elect President Bill Clinton in 1996. Chagoury was a close associate of the former Nigerian dictator Sani Abacha and was accused of laundering money outside of the country into Swiss bank accounts. He repaid $66 million to the Nigerian government as part of a plea deal in 2000. Boko Haram became a FTO in November 2013 after John Kerry became secretary of state.

For instance, Mrs. Clinton introduced a bill when she was New York’s junior senator that allowed a donor to the Clinton Foundation to use tax-exempt bonds to build a shopping center in Syracuse, New York, public records show.
She also went to bat for Freddie Mac, working to defeat legislation that would have subjected the mortgage giant to tougher regulations before the housing bubble burst andled to a major recession. That same year, Freddie Mac donated $50,000 to $100,000 to her husband’s charity, originally called the William J. Clinton Foundation records show.
Mrs. Clinton also used her leverage as a senator to help persuade the Chinese government to reduce tariffs on Corning Inc.’s fiber optic products. The central New Yorkcompany’s employees and executives contributed hundreds of thousands of dollars to her campaigns and political action committee.Analysts on political money have said the pattern of Mrs. Clinton’s intervention on behalf of donors to her husband’s charity raise troubling ethical questions.
“It seems like the Clinton Foundation operates as a slush fund for the Clintons,” Bill Allison, a senior fellow at the Sunlight Foundation, a government watchdog group, told the New York Post in April after conflict-of-interest reports started surfacing between the Clinton Foundation and Mrs. Clinton’s political work. Mr. Allison declined to be interviewed for this article.
A Fox News poll released last week suggests that Americans agree with Mr. Allison’s viewpoint. Sixty-one percent of voters said it was somewhat likely that the Clintons were “selling influence to foreign contributors” who made donations to the Clinton Foundation while Mrs. Clinton served as secretary of state.
In a CNN/ORC poll conducted this month, 57 percent of Americans said Mrs. Clinton was not honest and trustworthy, up from 49 percent in March.
Mrs. Clinton’s tenure as New York’s senator only adds to the storyline of political favors for wealthy contributors.
In 2004, Robert J. Congel, an upstate New York builder, contributed $100,000 to the Clinton Foundation — one month after Mrs. Clinton, as senator, helped enact legislation that allowed Mr. Congel’s firm to use tax-free bonds to build a mega-shopping center dubbed Destiny USA in Syracuse.About year later, Mrs. Clinton put an additional earmark in a highway bill for $5 million for Mr. Congel’s development project, which passed nine months after Mr. Congeldonated to the Clinton Foundation.
Overall, Destiny USA, now the sixth-largest shopping mall in the U.S., received 15 government tax subsidies valued at more than $703.6 million, making the Syracuse property one of the biggest recipients of economic development dollars in the nation, according to a report released by Good Jobs First, a research center in Washington. Not all the money was paid out during Mrs. Clinton’s term as senator.
Mr. Congel declined to be interviewed for this article, as did a spokesman for Mrs. Clinton’s presidential campaign. But back in 2009, Mrs. Clinton’s spokesman Philippe Reines told The New York Times that there was no connection between Mr. Congel’s donation and her legislative work on his project.Mrs. Clinton supported expansion of the mall “purely as part of her unwavering commitment to improving upstate New York’s struggling economy, and nothing more,” Mr. Reines told the New York paper. He added that Mrs. Clinton didn’t solicit the money from Mr. Congel or discuss it with him or anyone on his behalf and was unaware of its timing and size until some years later.
