A Tulsa County reserve deputy who has been charged in a fatal shooting bought at least five automobiles and surveillance equipment for the undercover unit to which he was assigned, records show.

The incident was also not the first time Robert Bates has been involved in a use of force during an arrest while serving as a reserve deputy. Undersheriff Tim Albin told the Tulsa World Bates used a Taser on a person during an arrest in the past but no policy violation occurred.

Bates owns an insurance company and served as chairman of the Re-elect Sheriff (Stanley) Glanz Committee in 2012. Records show he donated $2,500 to Glanz’s campaign that year.

The sheriff’s office said Bates, 73, accidentally shot Eric Harris April 2 after Harris fled from arrest and then fought with a deputy who tackled him. Bates claimed he thought he was holding a Taser when he pulled the trigger.

Clueless.

The vast majority of L.E. reserve units employ a large percentage of older, wealthy business people, who donate equipment for department use. That's the norm. Those reserve employees are often NOT trained to the same standards as full time sworn officers.

I.e., this is a non-story that only gained traction due to the Slager shooting.

We have the sheriffs posse but they are not armed and they are not allowed to participate in takedowns like this

I think you're the one that is clueless trying to explain away the tragedy where the wealthy white donor who had no business being there kills a man

The guy who got shot resisted arrest, fled, then fought with the cop when he was caught, right?

If he had been just tased which he deserved this would be a non-story

But someone with zero training obviously doesn't know the difference between a taser handle and I gonna handle has no business carrying both

The story I read claimed the reserve had training equal to a full time cop. Enough to make arrests on their own.

It varies from state to state, but in CA there are multiple levels of certification:
Level 1 reserve complete the same basic training as full time sworn. They can work without direct supervision.
Level 2 reserve complete an abbreviated training, but can only work with direct supervision.
Level 3 reserve are glorified security guard who cannot work armed.

Full time not only complete a full basic training, but undergo 3-12 month field training (on the job) supervised training (pass/fail), upon completion undergo 2 year evaluated training probation period (pass/fail) and further are required to complete minimum 2 weeks annual in-service training.
While agencies CAN provide in-service training to reserve officers, the CA Dept of Justice doesn't reimburse departments for reserve training hours...so most reserves only receive minimal "legal update" training.

I checked Oklahoma's CLEET training guidelines...their program is similar.

Again, I think it's a tragic situation for all involved. Bates showed instant remorse, the other officer…not so much. Then again it's a pretty charged situation so what should we expect?
As the deputy subdues Harris on the ground, a gunshot rings out and a man says: "Oh, I shot him. I'm sorry."

Harris screams: "He shot me. Oh, my God," and a deputy replies: "You f---ing ran. Shut the f--- up."

When Harris says he's losing his breath, a deputy replies, "F--- your breath."

Harris was treated by medics at the scene and died in a Tulsa hospital.

The family said in a statement that it was "saddened, shocked, confused and disturbed."

"Perhaps the most disturbing aspect of all of this is the inhumane and malicious treatment of Eric after he was shot," the family wrote. "These deputies treated Eric as less than human. They treated Eric as if his life had no value."

In the heat of the moment I can see someone thinking their teaser was in their hand rather than the pistol. The officers immediate statement seems to back that up.

But it is true that regardless of training, reserve officers are less experienced, and in many states their authority is limited. In SC, they have to be with a regularly certified officer at all times. I was a reserve for 5 months before starting full time back in 1991.

Incidents like this will likely do away with reserve programs where the reserves are not fully trained up to the standard of the regular officers.

In tough times of shrinking budgets I guess there aren't many options other than Pay-to-Play and Civil Asset Forfeiture.

Dorchester County makes you go through the same training as police, same hours of training however you don't get paid. :coffee:
