that depends on what they ask the grand jury to do- the GJ usually determines if there was a crime and if the suspect probably did it. If they return a "no bill", in most cases the suspect can still be charged

in this case there should not be a grand jury because it does complicate matters if they return a no bill, but it doesnt place a bar on charging someone

This is purely anecdotal - but I think you're right-

I can remember in the mid 1970s in my home county in NC - the demographic breakdown was about 55-45 white. Desegregation a few years earlier went pretty well because all the neighborhood kids finally got to go to school together, which was fine by them. Even up through junior high and high school there was very little tension, everyone was pretty much friends. The only time I remember us self-segregating was during a pickup football game betwen the white kids and the black ones over a couple cases of beer. The black boys whipped our asses and then shared the beer with us.

Today- I go home and the place is a polarized as anywhere else. You cant even address the subject without getting labeled or told to check your privilege- which is laughable given that in Caswell County NC there IS NO privilege.

My former black and white playmates and classmates agree- things are poisonous today. All of our memories of the 1970s are pretty much the same - things were better then
