I just read an article in the Proceedings journal of the Naval Institute by ADM James Stavridis, USN (Ret.), the former SACEUR. He quoted George W. Bush, who said that when he looked into Putin's eyes, he saw into Putin's soul. Then he cited John McCain's response: When HE looked into Putin's eyes, he "'saw three letters: a K, a G, and a B.'" Stavridis' summary: "Until Putin decides to warm up relations, the forecast is for chilly weather." (Stavridis, 68.)

I think THAT's what we're seeing out of Russian/Soviet intransigence (i.e. the Crimea occupation, completely violating the Ukraine's sovereignty) on many issues. There are SOME issues in which we have their full cooperation (particularly counterpiracy, which has gone down from its peak in 2010 to almost nothing now thanks to Russian cooperation with NATO), but they don't affect the big picture all that much when Putin keeps pulling crap like the Crimea, which brings back "every bitter taste of the Cold War like a bad vodka hangover" (Stavridis, 68).

Actually, the Kremlin is suggesting that this was done by "Western" influences in an attempt to destabilize the Russian government by causing unrest a la Ukraine.

For a Western country to do this would require two things:

1) Breathtaking stupidity in foreign affairs

2) Planetoid sized balls

I don't know any countries that meet both criteria
