Well, he did pluck from obscurity the real greatest Pres of the 20th century, Harry S Truman, so FDR deserves some kudos for that.

Rankings of presidents are a joke. Pretty much all you have to do to be considered among the best presidents ever is to be a president during some kind of crisis. Even if the crisis is resolved in spite of and not because of you then you get to be remembered as one of the all time greatest.
It doesn't matter if it takes you 5 years and 600,000 deaths to win a war against a secession with inferior numbers and means of producing weapons, that makes you an all-time great president.

FDR certainly had the most impact. Unfortunately, with respect to the long term health of the nation, it was a negative one. He established the premise that the Federal government should try to solve all individual problems and ensure the well being of each individual. And it's a very destructive premise.
If human kind is around enough to take a retrospective look at the United States hundreds of years from now, what FDR did will be seen as the beginning of the end for the United States. He set the country on the addictive and unsustainable path.
