Cool, but the best you can hope for is to turn on some late bloomers. Join the military, peace corps, build highways and bridges and learn the trade and the common sense that those jobs require, and then consider the aspirations of higher education with benefit of scholarship or sponsorship in useful trades....

But on a more general note, I'd be all for this if there was some kind of tit for tat where the individuals had to give time BACK to the country, whether it be through military service, peace corps, or some other organization that helps give back to the country.
