North Korea is their own worst enemy...
They so severely limit the incoming access points and data flow at said limited access points that they are extremely susceptible to this type of black-out

Think of it like this:
If there were only one highway between the Eastern and Western Halves of the U.S.
How easy would it be to stop the flow of traffic..?

The internet by its very nature is hyper-redundant - with millions of overlapping connection points
North Korea has precisely the opposite internet infrastructure
