The strong Pacific storm that left Northern California a sodden mess will not have much impact on the state’s historic drought, meteorologists said Friday.

As the storm moved south into the Los Angeles area after causing floods, mudslides, power failures and at least two deaths in the north on Thursday, water levels in the state’s two largest reservoirs, Shasta and Oroville, showed some improvement. As of midnight Thursday, according to the state’s monitoring system, Shasta was at 29 percent of capacity, up from 23 percent on Dec. 1, and Oroville was at 30 percent, compared with 26 percent at the beginning of the month. Both reservoirs are still far below historic averages for mid-December.

Reservoirs are an incomplete and short-term gauge of the water situation. Snowpack levels in the mountains are more important, because the spring melt adds to the supply over time. And this storm was a warm one, so it produced snow only at higher elevations, said Jon Gottschalck of the Climate Prediction Center, part of the National Oceanic and Atmospheric Administration.

“Most of the precipitation was rain,” he said. “It wasn’t really adding to the snowpack, which is really what they need.”

The finding was part of a sobering update on the state's drought made possible by space and airborne measurements and presented by NASA scientists Dec. 16 at the American Geophysical Union meeting in San Francisco. Such data are giving scientists an unprecedented ability to identify key features of droughts, data that can be used to inform water management decisions.

A team of scientists led by Jay Famiglietti of NASA's Jet Propulsion Laboratory in Pasadena, California used data from NASA's Gravity Recovery and Climate Experiment (GRACE) satellites to develop the first-ever calculation of this kind -- the volume of water required to end an episode of drought.

"Even if normal precipitation begins to fall, it will take a few years to overcome the massive deficits we've been running," said scientist Peter Gleick, president of the Pacific Institute, a research organization in Oakland.

California and much of the West must cope with the consequences of a drought predicted to intensify in coming months. The negative impact is sure to deepen. Scientists predict megadroughts will set in by mid-century.

"It often seems impossible to imagine, but tap water shortages are a distinct possibility if mitigation efforts aren't embraced and droughts become more frequent and intense in the coming years," said meteorologist Steve Bowen of Aon Benfield, a global reinsurance firm.

California has about one year of water left in its reservoirs, and mandatory rationing should begin now, NASA scientist Jay Famiglietti said last week, the Associated Press reported.

...and Natural Resource Defense Council's lawsuits forcing the state to dump what little storage water there is down the rivers to "protect the migratory" routes.

Just passed another multi-billion dollar bond measure that was marketed as needed for additional storage projects/public safety. Passed by overwhelming margins.
Once the measure passed, Gov. Moonbeam and the Leftislature quietly earmarked the lions share for state/regional fire protection...I.e. Firefighters Union Welfare and Democratic Candidates Election Fund.

NOT A PENNY HAS BEEN SPENT TOWARDS ADDITIONAL STORAGE DEVELOPMENT.
