I think he wants to get in on some of the cash flow for Wilson's defense. Another bottom-of-the-barrel cop whose last boss felt he wasn't good at his job and never would be. The thing that didn't give this kid a chance was the fact that the police car pulled right up next to him. WTF? Why not stop some 50 yards away, use the car as a shield, and shout instructions? 1. Not had a gun in a city park, and

2) Why did the cops drive up on the grass? Why not stay on the road?
3) Without audio, there's no way to tell if the police had shouted commands. From the time it took them to open the door and the kid fall, I can't imagine you can do due diligence in commanding and waiting for the intended response.
