The first of the six forms of ID accepted under SB14 is a US passport. No luck there. What would someone who has never even crossed the city boundary of Austin do with a passport?

The second is a US military ID card, but Kennie has never been in the military. The third is a driving licence, but he doesn’t have a car and has never possessed a driving licence.

The fourth is a license to carry a concealed handgun. “I did have my own gun when I was about 14 or 15,” he said, “but that was 30 years ago.” The fifth is a citizenship certificate, and no, he doesn’t have that either.

And then there’s the sixth method of identification allowed under the law. It’s a new form of photo-ID card created specifically for voting under SB14, known as an election identification certificate (EIC).
What happened to number 3 and number 5? :suspicious:

So, in 14 years he hasn't earned enough money to renew his ID?

I'm sympathetic to people that struggle, but let's be serious. In 14 years, this guy (who thinks a cable bill is proof of citizenship) hasn't earned enough money OR cared enough to have a valid form of ID? Somethings are good to have.

He works as a “scrapper”, foraging in people’s garbage to collect cans, bottles and metal for recycling. Sometimes he comes across trinkets that he can restore. There are several chime bells dangling in the porch of his house, and a cordon of wooden Nutcracker dolls standing guard by the front door. A porcelain model of a laughing pig is staked quizzically on a poll by the drive.

On a usual day he makes about $15 to $20 from recycling the cans and other scrap. On a good day – after a holiday like Valentine’s Day or Easter when people consume more – his earnings can rise to as much as $40 a day. He has no bank account or credit cards, and no savings – he only deals with cans and cash.
I wonder what's preventing him from getting a real job.

I think he just hasn't needed an ID until now.

He doesn't drive. In a poor neighborhood he probably knows every clerk around to buy alcohol or cigarettes.

And, the cable bill isn't proof of citizenship - but, it can be used as proof of residency and they could verify his information and identity using their own methods. Hell, he also brought an ID they issues themselves. Clearly it's the dude whether the ID is expired or not.

I get all that, and I understand that proof of residency (which illegal immigrants probably have) but how difficult is it to maintain an ID? I paid for my DL in 2005. I haven't had to do anything with it and wont until I renew it next year.

Also, this guy has two legal names? That part confused me.

Yeah, illegal immigrants will have proof of residency - but, they won't be able to register to vote. So, that really doesn't matter.



I would be fine with voter IDs if they were both easily obtained for everyone and free. Maybe roll them out slowly - don't pass a bill right before a midterm election. Maybe along with the census every eligible voter is issued a voting ID. Conks would hate it because it would cost governments $$... but, they seem fired up enough about voter IDs that maybe they would get over it. Seems like the only compromise that would work.

Like I said earlier, if your state requires it, the state should foot the bill for the ID. Vital Records and the DMV ( or DPS in Texas) should work in tandem. I can't believe that in 2014, with the all the data we have, the DPS can't put this fella's name into a computer, see that he's who he says he is, see the old ID and accept that. But, I guess that opens up a can of worms.
