The police do stand by at times, but generally that is when protesters are not actually breaking any laws like blocking rights of way.
And let's get something straight
Accepting responsibility for your actions is a part of civil disobedience. So if you break laws in the process dont whine when you end up in the pokey.
Martin Luther King Jr went to jail
Henry David Thoreau went to jail
Its a semantic point, but there's a lot of bs that goes on that gets called civil disobedience that isnt
for example, fleeing to Canada to avoid military service is not civil disobedience
neither is complaining about being arrested when in the process of practicing actual civil disobedience
in fact, getting pushed around and arrested is THE POINT of civil disobedience
