You aren't going to get many more boots on the ground than that from this president. Afghanistan was his showcase and they outlasted him.
But will that be enough? I don't really want troops on the ground, but weaken ISIS enough so the Kurds, Iraqi Army and Assad can wipe them out.
I'd say we could do some first rate degrading of their fighting ability from about 30,000 feet with no worries
