Of course it is a violation of those codes...
BUT: Many businesses are communicating with local law enforcement directly
and the general response has been - Seattle stopped arresting and prosecuting pot smokers in 2003 and moved Marijuana to the "Lowest" offending crime list over 10 years ago

So Seattle has a long history of not caring about Pot Smokers

The open container arrests for on the street marijuana use was 84 tickets were issued for open Marijuana use in the first 90 days and 277 open container alcohol tickets were issued

They call ticketing for marijuana use "open container" Its the same kind of ticket

This practice will be found to violate I502 regulations for recreational mj use as well as RCW 70.160 - smoking in public places or places of employment.

They aren't smoking - they are vaporizing. smoking it would be illegal indoors in public, just like cigarettes.

Quick Google suggests otherwise...
On 12/16/10, the King County Board of Health passed a regulation restricting the sale and use of electronic smoking devices (e-cigs, vape pens or similar devices) and unapproved nicotine delivery products (nicotine e-juices/e-liquids). This county-wide regulation went into effect on 1/15/11 and will promote the public's health by preventing youth from nicotine addiction and preserving our public spaces as smoke-free. King County Board of Health Code 19.12 includes the following provisions.

•Prohibits selling electronic smoking devices or liquid nicotine to minors under age 18.
•Prohibits sampling, offering free or nominal cost electronic smoking devices or liquid nicotine.
•Prohibits use of electronic smoking devices in public places/places of employment (same as smoking laws)

Oh I'm sure there are scads of regulations in place...
But I'm at the Sea/Tac airport almost every week and see people using them all over the place

I think "regulations" and enforcement are wide apart on those vapor things
Nobody seems to care - nobody seems to complain - so nobody does anything

DENVER — A Wyoming college student visiting Denver on spring break jumped to his death after eating a marijuana cookie that his friend legally purchased in one of Colorado’s recreational pot shops, authorities said Wednesday.

An autopsy report lists marijuana intoxication as a ‘‘significant contributing factor’’ in the death of 19-year-old Levi Thamba Pongi, a native of the Republic of Congo who fell from a motel balcony on March 11.

It marked the first time the Denver medical examiner’s office has listed a marijuana edible as a contributor to a death, said a spokeswoman.

Investigators believe Pongi and his friends came to Colorado to try marijuana, she said.
