The NCAA includes both in FCS 'Strength of Schedule' -- they do however note under the general team statistics (also under FCS) that they are 'reclassifying'Article 20.2.5.1.6 -- Division Members Counting a Restricted Opponent.
During the period of its restricted membership, an institution may be counted by its classified opponents as a member of the restricted institution’s desired division for purposes of the opponents’ meeting their division’s scheduling criteria; however, a

I trust you guys, but I'm kinda 'literal' and would love to see the rule (or NCAA 'ruling') that the games 'don't count' and these guys can play college ball 'free' for a year, and it not count against their overall eligibility.
The reason I pointed that out is it goes to credibility of the overall statement, and otherwise, I'm with grizzaholicJust because a guy posts it at AGS does not make it true without a reference to the NCAA by-laws.
