I see a lot of talk here about attendance. That is not the measuring stick. It is only a related matter. The measuring stick is the size of the athletic budget. Attendance is only a piece of that on the revenue side. Don't get hung up on attendance. There are low attendance schools with big budgets and there are high attendance schools with low budgets. But if you don't have the budget, you will have a difficult time competing from one decade to another.
If the football landscape gets properly aligned, fans will have a better understanding of the schools involved and the interest level will be better IMO. In 2009, as Old Dominion prepared for it's first football season, I realized for the first time that not all FCS programs have 63 scholarships. I was horrified that many had 0. WTF? As I talk to others now, I share that knowledge with them and get a similar reaction. They are confused and don't know the difference between NDSU and Savannah St, EWU and Monmouth, Cal Poly and Jacksonville, Towson and Dayton, etc.
If we can get the full scholarship schools bunched together with the FBS castoffs, the group can be easily understood and followed. There is so much air time to be had that the TV contracts would be plentiful to help promote this level of football. Forget attendance. It is all about budgets and full scholarships can be worth far more than attendance revenue for most schools.

I think you need to take the full scholarship leagues and only allow them in playoffs, tell non 63 scholarship leagues to beat it. Or have two sets of playoffs, save one for the top (CAA Socon, MVFC, Big Sky, Southland) and have another playoff for the weaker and some non or reduced scholly leagues. It is hard though you have all these big time teams and state schools with success and bigger stadiums fbs upsets or competitive games. Then you have the BS schools that are small reduced scholly and out right shitty.

If you don't have 63 scholarships you shouldn't be called division 1.
If you don't have a stadium (CSU) you shouldn't be allowed in a d1 conf.
If you don't meet some sort of stadium regulations u shdnt be in a d1 conf.
If replay is at every game then it should be mandated that Every stadium have a video board. U guys are like football democrats, where the progress of the convoy is slowed by its weakest members.

I love the FCS and that's my take. What do you think would make the FCS better?
The fact there are only 3 conference (I believe) that are football only conferences (The MVFC, Pioneer, and CAA). That means schools from the Big Sky, Big South, Ivy, MEAC, NEC, OVC, Patriot, SoCon, Southland, and SWAC are tied in to roughly 13-15 other sports in the conference.
As much weight as football carries you will NEVER see that happen....ever...in any way, shape, or form......ever....
If college athletics were set up like the English Premier League it could happen....if rather than basing relegation on quality they based it on number of fans....which again will never happen....ever....anytime.....ever.....

fencing, lacrosse, swimming, water polo, field hockey, and possibly the rest of the *niche* sports
I know Johns Hopkins is either D2 or D3 (don't really care enough to find out which one) but plays D1 lacrosse and appears to compete against mostly all D1 (the schools I can't confirm as D1 I've never heard of and may be in the same boat as JH) in water polo and fencing

I also know that Wartburg (a D3 15 miles from UNI) is starting womens LAX in 2015. I don't know of any other D3 in the area that has LAX so I don't know if they will be D3 in that or not.
I'd also assume rugby is a "D1 varsity sport" or a club sport as well.

It appears that Lacrosse is available on it's own at the D3 level. I did some researching on the womens LAX and found that 2 other Iowa schools offer womens LAX (Luther and Dubuque). It seems as all 3 of them will play as "independents" at the D3 level which has about 215 teams

If your athletic department is DI, you have to be DI in everything. The exception for minor sports only allows you to play up a level in the sport. You aren't allowed to drop to a lower NCAA level than your true level in anything.
And you must play at your true level in FB, MBB, and WBB. You can't even get a play-up exception in those.
