No, there weren't enough cops present. They need at least 3 to do the wrestling and a few more to stand around as back ups if needed. The LAPD has a video available on how to do it right.

Maybe he was drunk,
maybe he was high,
maybe he was concussed.

Either way, hard to justify lethal force. Nothing the victim did deserved the death penalty.
