That means every year it's gone down since that date over 20 years ago

I did a lengthy paper in college on the death penalty. I don't remember all the details but the average death row inmate was on death row for something like 10 years. The average "life sentence" inmate was there for 30+ years. The death row inmate cost 1.5 x more IIRC. Death row inmates are in a special wing, they are in solitary, the cost of the appeals, etc. all contributed to the extra cost.Ursus A.
