Never Been A Bigger Idiot President
I don't buy into the whole "this President is dumber than that President" conversation. I can't point to a single President in our history who I would consider to be unintelligent.
I would point to weaknesses like indecisiveness, flawed ideologies, lack of moral character, poor management abilities and poor judgment as the chief issues with many Presidents rather than a lack of intelligence.
Some of the smartest men to sit in the Oval Office have been relative unknowns, like Garfield, Bush I, and Coolidge. At the end of the day, intelligence has never been an issue for the guy who occupies the seat.
I will say this though- there were two Presidents in our history who did not appear very intelligent on the surface. They had folksy (some would say backwoods) demeanors which their opponents characterized as being dim or not very intelligent. They were Lincoln and GW Bush. I think they weren't our smartest Presidents, but they both had a very shrewd managerial style.

He is not a leader, he is an activist. However, he has presided over a fundamental change in our government and lives. The ACA and Dodd Frank are radical changes to two of the biggest pillars of the economy. The stimulus and QE has been a massive transfer of wealth that was unprecedented. He will be remembered for legislative achievement, damaging as it certainly is, as much as being the first black to hold the office. He will also be remembered for the damage he is doing to our nation long term. History won't be kind to him.

I think you're probably right on the last Statement. But we do have one comparison we can make because we have publicly known IQ scores. And I think it's a comparison that kind of shows how you can't really tell who is smarter than who by how they come off on television and/or how successful their Presidency was.
It's John Kennedy vs. Richard Nixon. We have a John Kennedy IQ score of 119 and a Richard Nixon score IQ score of 143. But I don't think that there's any doubt that Kennedy came off as more articulate on television. I suspect that when the two ran against each other if you'd have done a scientific poll the majority would've thought Kennedy was more intelligent. But the opposite was the case.
Obviously Kennedy still wasn't stupid. An IQ of 119 puts him at about the 90th percentile. A one in 10 guy. But an IQ of 143 put Nixon at about the 99.8th percentile. A one in 480 guy. Truly among the intellectual elite. But I'd say Kennedy not only came off better but had the more successful Presidency in spite of its brevity. And he wasn't "stupid" enough to get himself into the kind of trouble Nixon got himself into (when it was totally unecessary).

You said it right there: managerial style. If you listen to interviews with Rahm or others that have left the administration, a recurring criticism on Obama is that 1) he is arrogant and 2) he can't manage people. He's never had to manage people, let alone teams and teams and teams of people. I recall this one interview where Rahm stated that Obama asked for peoples thoughts on something. Some of the smartest people in the country were there. After hearing everyone, and just nodding his head the entire time, Obama took nobodys advice and did things his way.
