Yes, unless you apply for and are approved by BATF for a tax stamp to purchase an NFA-restricted weapon.

Fun fact: the price of an NFA stamp hasn't changed since 1934. It's been $200 the whole time. $200 was a deterrent in 1934. Now, the deterrence is the onerous, arbitrary application/approval process and several months (in most cases now almost a year) waiting one must endure to get the stamp. CLEOs in many areas will not even sign off on individual applications, particularly in blue states. This has led to a recent surge in the establishment of NFA gun trusts by individuals to streamline the process and protect their NFA assets from seizure and their relatives from being unintended felons when they die, due to having NFA restricted items in their home without an individual stamp with their name on it. Getting everyone in a trust solves all that.

I want a stamp for a silencer for my Ruger 10/22. I haven't applied yet. I'll probably get the trust set up first so I can realize one benefit of the trust immediately, namely avoiding the CLEO signature, fingerprinting, and mugshots. I mean, I was in the military. The US Government already has my fingerprints, mugshot, and even my DNA on file. I have a security clearance and I've held concealed permits in multiple states. Is there really any benefit to making me duplicate so many safeguards?

Oh, and if you are going to get a suppressor...Yankee Hill makes a fine one and get it for your AR, and then you can use it on your 22 as well.
