The obvious explanation is that DHS is preparing for civil unrest during martial law.

I mean, the federal government is a hyper frugal, super-efficient machine that would never produce excess military equipment for no reason other than to dole out lucrative defense contracts. No sir, not in this country. :coffee:

I would say preparation for martial law and doling out contracts are both reasonable and accurate explanations.
