I think you're confusing the advancement of time here with the weakening of a Presidency. Bork's nomination was in late summer of 1987. The Presidential election was in 1988. Most Presidents are far weaker that late in their second term as they are on the way out and the bigger story is the upcoming election. Most of the times it happens after the midterm election in the second term, so it would've been 1986 here for Reagan. Just like Clinton was considerably weaker from '98 on, W was weaker from '06 on, and Obama will be weaker from '14 and on. Completely regardless if they nominate a Supreme Court justice or not.

Oh, and Reagan was so weakened by that point that his handpicked successor, Bush the first, won the '88 election with well over 400 electoral votes (and won California, Reagan's home state).
