Bush without question deserves some of the blame, and some of it is simply the business cycle. Presidents get blamed when things go poorly and look like heroes when the cycle moves upward. Government entities can attempt to mitigate the depth of the slide but the cycle is always running the show. I think by '16 the cycle will have turned much more favorable in spite of government involvement and the prez will take all the credit since none of us actually built anything ourselves.
