The checks go to those who pay the premiums. Period. Your implication that the "people" are getting rich by getting these rebate checks is misleading and inaccurate. The vast majority of the checks and $$ are going back to the employers.
I wasn't trying to imply that anyone was getting rich from it. And again, let's say a small or medium-sized business provides health insurance to its employees at no extra cost to them. If anyone is going to get kick-backs from the insurance company, why wouldn't it be the person or entity who's covering the premiums?
