Lets say you are wearing a white tee-shirt and khaki cargo shorts. The shoes can vary widely and define the person better.

I think you can tell either way. I can tell if you are a slob, a professional, a rough neck by your shirt (type, style, pressed or not, tucked in), i can tell if you are professional or a creative sort by your trousers (slacks are more professional than a sleek pair of chicos with small cargo pockets).
