Grambling 1989 - also went to playoffs and lost
Grambling 1990 - both GSU and JSU were 8-3 but JSU was 5-1 SWAC, GSU was 3-3
Southern 1997 - may be the only year you'd have a case, but comparison sake, SU lost 33-3 to FAMU who lost 52-37 in the first round

No doubt its still the CAA. Top to bottom the CAA has gotten STRONGER because the weaker programs have either dropped football (Hofstra, Northeastern) or are leaving (URI). The only program of any consequence that has left is Umass. Never played in the CAA GST and 1 season ODU don't count. Its still the top I-AA football conference, and will remain the top I-AA conference, at least until JMU and UD leave.
As of next (2013) season, teams left:
JMU: playoffs 5 of last 8, 2 semis, won NC
UR: 07'-09': semis, won NC, qtr finals
W&M: 09'-10': semis, qtr finals
UD: won NC 03', qtr finals 04', NC games 07' & 10'
Towson: playoffs last season, will likely be voted pre season #1 in CAA
Nova: 08'-10': qtr finals, won NC, semi finals
UNH: playoffs I-AA current best 8 straight seasons
Maine: playoffs 08', qtr finals last season
That is a damn good 8 team core for a I-AA conferece (of course a couple more will be added). Not a bad program in the bunch. As you can see above

Until the OVC wins a playoff game, that conference should be ranked outside the top 25 regardless of however many other conferences exist.
