The cop should not be allowed to carry a gun. Watch the beginning of the dash cam again. Pepper spray usually works on most dogs. The problem is that when you go into fight or flight mode in a split second, you revert to training and muscle memory, which means the first thing you will grab is ol smokey. Ive sprayed dogs before, but i was going into a situation where i knew ahead of time i might be facing a vicious dog, so i was prepared. surprises the resident at gun point
gives him three potentially conflicting commands (was it even possible for the resident to show his hands, get back and get the dog?)
shoots the dog before finishing the third command (good thing the resident didn't obey command number three).
Afterwards the cops asks why the resident didn't get the dog, as if the guy had time. The cop panicked, plain and simple. I'm not an anti-cop guy, it's a tough job and most of them are good at it, I just don't think this guy is.

The answer is no. Unless we are missing some info here, like the disturbance involved a weapon or something like that. It is hard to tell without having all the info that was available to the officer at the time, but given what we have I would say he probably should have kept it in the leather. I would have approached this situation differently but I have also not watched the video. If I disagree with what I see, then there's not much I can add here.
