Those aren't mutually exclusive. Just because you pander to a group of people doesn't mean that you necessarily sympathize or respect them.

Obama went out of his way to put a Hispanic on the supreme court. all that is really just for show and a form of pandering. I don't think Obama could care less what the ethnic makeup of his staff is who will be because they are almost always behind the scenes.
