UD Lands 3rd Maryland transfer?

UD Lands 3rd Maryland transfer?
In a meeting with UD fans/boosters last night KC Keeler mentioned they have three BCS transfers coming in that should be announced in June - no names were mentioned as per NCAA rules but he gave some pretty decent hints - two of whom have already been reported by publications as Zac Kerr (320lb DT) and former 4-star LB/DE David Mackall.
The 3rd looks to be this guy:

Announced transferring from Maryland at the same time O'Brien was released, was a LB at Maryland but left reportedly because he wanted to play DB. Projected at a CB or S position at UD. Was a 3-star recruit out of HS, and to stick it to the few ODU posters here, get a load of his hometown....
A 6'3" DB at the FCS level is a pretty cool thing. 3 years of eligibility.

He's listed at 6'4 though, so I'm gonna take the average and say 6'3.Diamonte Wiggins

Rated as a 2-star recruit by Scout.com and as the No. 124 cornerback in the country. He was rated by 247sports.com as the No. 171 recruit overall in California and the 132nd cornerback in the nation. Named to the Wave Newspapers first team All-East region as a defensive back. In addition, he was listed as a 3-star recruit by rivals.com, and received a 74 grade (2-star recruit) and was listed as the #140 CB recruit by espn.com. Played as both a cornerback and quarterback in high school.
What are the NCAA rules regarding announcing the transfers? Do they have to be done with classes first or something? That might explain why EWU hasn't announced anything regarding Kyle Padron. ESPN finally did that for us today.
