There are lots of reasons for scheduling lower divison schools.
Its important to watch the NDSU Scheduling Model unfold if you are intersted in understand scheduling. Some schools, as Darell pointed out, schedule down out of weakness. The NDSU Scheduling Model teaches you how to schedule from a position of strength.
Early on NDSU declared 6 home games and 2 FBS games. Home games would include 2 OOC. The OOC games were always FCS counter teams. NDSU could get these game easily and once playoff eligible needed the counters. This has been the situation for about 8 years or so.
Now we are in the same position we were in D2. Its getting tough and expensive to attract FCS counter games. Because of the success NDSU is having on the field a counter game in no longer as important. If it becomes too difficult or too expensive or both to attract FCS teams NDSU, from a position of strength, will book certain lower division squads.

NDSU has the scheduling worked out to a tee. They have 2 home OOC against some of the weakest teams in the FCS (except for the Montana teams coming soon), and they have scheduled winnable FBS games against the bottom of the BCS conferences plus Wyoming, and the MAC. The BISON have an impressive winning steak going against FBS opponents. Idaho isnt exactly a powerhouse and we have never played them. We dont have any moral victories in the Big 12 either. The BISON did beat Kansas though.
Scheduling counter games within the FCS framework is a good strategy when the team needs the wins. I think Wagner is a good guess to fill the BISON schedule this year.
When it comes to schedulilng NDSU does it right. University of Sioux falls has not been a regular on the NDSU schedule and SD School of Mines will not be in the insanely popular Fabulous Fargo Dome anytime soon.

You didn't answer the question: Does GT schedule a non DI team or take a 10 game season. Yes specifically 2006 vs UND. JBB brags how NDSU will never schedule down as Gene Taylor is the master of scheduling well even the good schools who has been in the FCS longer than NDSU has had to schedule down. Of course UND had to since we had only 4 other teams in our conference so 2 FBS games that leaves 5 OOC games to schedule. Not sure UND could afford to schedule 3 at home unless it was all home and home which is what South Dakota State does.
