NCAA penalizes EWU football for "major violations"

INDIANAPOLIS, Ind. - The NCAA has penalized Eastern Washington University for "major violations" in its football program and penalized former Eastern coach and current Washington State football coach Paul Wulff for his role in the violations.

WSU head coach Paul Wulff has been penalized by the NCAA for major football program violations while he was head coach at EWU from 2003-2006.
EWU sports information director Dave Cook said head football coach Beau Baldwin and athletic director Bill Chaves will be commenting on the penalties at 1 p.m.
WSU's sports information department said Wulff was out of town and not available for comment and that WSU athletic director Jim Sterk would potentially address the violations that concern Wulff later today.
The violations cited by the NCAA committee include "impermissible participation by ineligible student-athletes in practice activities, the use of too many countable coaches, failure to monitor by the former head coach, and a lack of institutional control and failure to monitor by the university".
The NCAA committee said that "13 football players from 2003-2006 were allowed to take part in practice even though they were non-qualifiers, they did not have their eligibility certified by EWU or the NCAA, or did not meet transfer requirements".
The NCAA also said two of those 13 players were given housing and meals during preseason practice before the first day of classes and that EWU failed to hold one of those players from competition after finding out the player's involvement in the NCAA violations.
The NCAA said the program had 13 to 15 coaches rather than the 11 allowed between 2003-2006.
The NCAA committee that handed down the penalties said the violations were the result of Wulff's inattention to certain aspects of the program and the committee was concerned that Wulff did not report violations to the compliance office when he found out about them.
The penalties are as follows:
*Public reprimand and censure.
*Three years probation (Feb. 11, 2009 to Feb. 10, 2012).
*Reduction of two scholarships awarded in football from 63 to 61 for the next three years (self-imposed by the university).
*Reduction of the number of full-time coaches by one from 11 to 10 for three years (self-imposed by the university).
*Limitation of the number of incoming freshman who are non-qualifiers to no more than three per year for all three years of probation. The university previously averaged seven incoming freshman non-qualifiers per year over a four year period.
*Prohibition of the recruitment of non-qualifiers from two-year institutions for three years (self-imposed by the university).
*Prohibition of incoming student athletes who have not been certified by the NCAA Eligibility Center from attending EWU preseason football camp for a period of two years (self-imposed by the university).
*The EWU football team is not eligible for postseason competition in 2009.
*Wulff shall attend, at his own cost, an NCAA Regional Rules Seminar during each of the three years of probation.
*Wulff will not be allowed to have any contact with WSU's team during the first three days of practice prior to the 2009 season.

A huge blow to the EWU football program, i really feel bad for the seniors especially since they were going to supposedly have a good team this year. I personally dont agree with them not being eligable for the playoffs penalty, it was not this current coaches nor most of the players on the teams fault. Now the only question is if EWU will try at all in any of their games or they get that who gives a f**K attitude.

Here's the official document from the NCAA. It says they had 5 AD's and 3 University Presidents over this time frame. No wonder nobody knew what Wulff was doing!

I think they will try. As a former player i can tell u this,
EWU will have the best[or second best] offense in the sky this year, with senior qb, boyce, brenson and td tony davis... all going to the crapper this year.
EWU will probably petition to lift the post season ban, i dont know if it will work or not.
The last AD, who always tried to be a hard ass, manage to get his ass fired[like 8 months into his term their]. the reason... i cant say, maybe some of u know and thats great, but u aint gettin it from me.

quite frankly, its the opposite, this story is old, we all [players] knew about this about a year 1/2 ago. they were JUST made public a couple days ago.
I still support Wulff, aside from this, he treated me extremly well, and I started LOTS of games & enjoyed a full ride from start to finish....
aside from that, wulff found me deep in California, & caught me when a certain div 1a school [will remain nameless] ditched me a couple days before signing day. now i have to admit most 1aa coaches wouldve done the same & i did have other offers from nau,weber, idaho st. & portland st., but lets just say wulff "went out of his way" to sign me.
i dont think the "no postseason" thing was school imposed... but either way, that suuuuuucks! possibly Easterns' best senior class, other than meyer/kimble class. wont see the playoffs[if of course they have a good season.]
