Question about rankings and FBS v. FCS

Question about rankings and FBS v. FCS
I am confused about how to rank FCS teams that play FBS teams.
I see this posted after a win over a FBS, "we should be ranked higher, we should have moved up more, we beat a FBS team and we should get more respect"
And then I see this posted after a loss to a FBS team, " losses against FBS shouldn't count as much as a loss to a FCS team, people put too much into losses against FBS teams"
SO which is it? You cannot have it both ways.
side note: I hope I posted those correctly and you understand what I am attempting to say.

I my mind, a loss is a loss. I don't think you move down as much if it is against a FBS team, because in my mind they would be ranked above you if all teams were ranked in one poll. (example Utah would be ranked about 40-50 teams ahead of MSU). But I still think if you lose you should move down, maybe it is only 1-2 spots, but you should be punished for losing a game.

Montana's basketball team goes and plays Kansas at Phog Allen Fieldhouse. Montana's basketball teams beats Kansas. Montana's basketball team will get a shit ton of respect for that.
HOWEVER
If Montana's basketball team plays at Kansas and loses by a respectable margin (15-20 in this case) it won't hurt them but it won't help them.
THEN
If Montana plays Kansas and gets beat by 60 it should hurt them pretty bad. Losing by that score is embarasing.
To take this to the FCS level.
Sac State goes into Oregon State and Wins....much love from the polls.
UNI goes to Iowa State and loses by 1 - loss isn't going to hurt in the rankings, in fact it may help (as it did)
App State goes to Va Tech (who is better than OSU and ISU) and gets blasted...that should hurt them because they weren't ever competitive.
When it comes to playing a team with double to triple the athletic budget...sometimes a football budget bigger than your schools entire athletic budget....and 22 more scholarhips playing them close and losing can still be impressive.

Does it matter if the FBS team is Alabama or number 200? (I don't know how many FBS teams there are so I just took a shot in the dark)

Liberty's win over Ball State last year got them almost no respect from me. Jacksonville State beating Ole Miss on the other hand.

You also can't tell how good the FBS team will be. When the Cats beat Colorado in 2006 everyone was shocked and said how great that was. Later that year, after Colorado had won 2-3 games all year, it didn't look as big. And yes a know what happend the week after we beat Colorado.

I'm guessing that "officially" one gets FBS "brownie points" regardless of who the FBS opponent is. Of course, that shouldn't be. An upper-tier FCS team should NOT lose to the Sun Belt and the MAC. The lower half of the WAC may also be in that group.

SuperHornet's Athletics Hall of Fame includes Jacksonville State kicker Ashley Martin, the first girl to score in a Division I football game. She kicked 3 PATs in a 2001 game for J-State.
