The tragic flaw there, of course, is that there's no way to ensure that federal/public money isn't used for termination of pregnancy. If all the money is comingled, it's essentially impossible to separate what money is used for abortions and what isn't. If Planned Parenthood had an entirely separate entity that just did abortions, and there was no fiscal overlap, then the issue would go away entirely - abortions could be funded by other means and the services that Planned Parenthood does provide, especially to the poor, could continue with ample federal/public money.
