The Logan act prohibits US Citizens, acting as Individuals, from entering into foreign policy negotiations with foreign governments. It doesn't prohibit private US Ciitzens from meeting with other private citizens of other countries and hatching ambitious plans and schemes...

Haha! very funny stuff... but I'm sure you aware they don't have a formal headquarters. The group itself is named after the Bilderberg Hotel in Holland.
